Martyn Freeman – Chief Executive Officer, Q3
Martyn is one of the UK’s most recognised leaders in facilities management, having shaped integrated service delivery models for over 25 years. A founder of multiple successful FM businesses, he combines entrepreneurial energy with a focus on collaboration and long-term value.

With a background in complex FM and infrastructure operations, he leads teams delivering highways, property, and environmental services across Oxfordshire. His focus is on continuous improvement, transparency, and embedding social value into daily operations.
Stuart Bellew - Chief Operating Officer, Q3
Stuart brings more than 20 years of experience in FM and soft services, having led national contracts and major transformation programmes. A pioneer of lean service delivery in the UK cleaning sector, he is known for building motivated, empowered teams that deliver operational excellence and measurable client satisfaction. He aims to bring strategy to life.
Mark Hazelwood FIWFM - Managing Director, IFM, Q3
Mark has over 25 years of experience across FM, technology, and innovation. He has been instrumental in turning Q3’s vision for integrated FM into reality, blending digital insight with operational discipline. His leadership ensures oxfordworkplace offers a genuinely data-driven, performance-focused approach to lifecycle management.
Sustainability & Social Value Leads - Joint Role (Q3/ODS)
A joint leadership function responsible for embedding ESG, Net Zero, and social value outcomes into every oxfordworkplace contract. This ensures clients receive verifiable data, transparent reporting, and measurable community impact aligned with PPN 06/21 and TOMs frameworks.

Marc Blay - Head of Operations / Relationship Lead, ODS
Marc leads operational relationship management across oxfordworkplace contracts, ensuring compliance, quality, and service performance. With over 15 years’ experience in FM and waste management (including leadership roles at Veolia and Biffa), he combines technical compliance knowledge with a collaborative, customer-first approach. Marc is an active member of the Institute of Workplace and Facilities Management (IWFM).
Duncan Kelly - Sales Manager, ODS
Duncan oversees FM sales and client engagement, supporting the development of bespoke, efficient service packages. His background includes senior roles at CBRE and Drain Doctor, where he delivered high-value contracts for clients including Greene King and Tesco. His strength lies in relationship building, negotiation, and providing solutions that balance operational performance with client priorities.
Alex Lawrence - Business Development Director, Q3
Alex brings experience across both hard and soft FM, having worked with major clients at CBRE and within national service providers. He focuses on co-developing service models that align with client strategies and ensure seamless integration across FM disciplines.
