Oxford Park & Ride Network - Integrated Management and Sustainable Mobility
Context
The Oxfordshire Park & Ride system plays a vital role in reducing congestion and promoting sustainable travel across the county. However, funding limitations and the complexity of managing multi-site operations have challenged the delivery of a consistent service. Since 2019, ODS, has managed all five operational Park & Ride sites: Redbridge, Seacourt, Pear Tree, Thornhill, and Oxford Parkway, providing a unified management model that supports Oxfordshire’s ambition for a net-zero transport network.
Approach
Our integrated facilities and infrastructure approach brings all service elements under one management framework. This includes asset maintenance, parking enforcement, cleaning, signage, and fleet support. Standardised systems ensure operational consistency and quick response to maintenance or safety issues.
Working with the Oxford Bus Company, we have improved the user experience through low-emission buses, accessible facilities, and upgraded payment and information systems. The partnership applies data-led planning to improve performance and customer satisfaction, aligning service delivery with Oxford’s broader sustainability goals.
Value & Impact
The integrated model has increased efficiency, enhanced reliability, and improved financial transparency across the network. ODS teams maintain high operational standards, delivering responsive cleaning, rapid repairs, and a visible on-site presence. Income reinvestment by the County Council supports continuous network upgrades and new sustainable transport initiatives.
Environmental benefits are realised through the introduction of electric vehicle charging points, support for low-emission fleet operations, and reduced congestion at key city entry points.
This service partnership demonstrates how integrated management can strengthen community connectivity, reduce carbon emissions, and deliver measurable value across Oxfordshire’s transport infrastructure.
